Seldom without a cigar clamped in his mouth, Paulie wears his blond hair combed straight back with orange goggles riding on top, the right lens cracked from his fight against Lucci and Kaku. His denim jacket sports a flame design, spare cigars lashed across it in a style echoing Smoker's, and a big number one on the back referencing Dock 1. He rounds the look out with a yellow tee marked by concentric white rings, a belt holding a small pouch, and loose trousers stuffed into boots, a frown typically on his face.

Through the Post-Enies Lobby stretch he swapped the denim for a black jacket covered in roses and chains. Following his promotion, the Where They Are Now story presents him in a refined open jacket over a cloud-print shirt with a loose tie, his familiar goggles, belt, and cigars still present alongside a hammer and a purse.

Of all the foremen, Paulie stands nearest to Iceburg and trusts him most, and his loyalty to mentor and crew runs deep. He carries a strangely old-fashioned modesty about women's clothing, blowing up again and again at Nami, Kalifa, and others for baring too much skin around men, which gets him branded an overly bashful sort. Gambling is his one true weakness, burying him in debt and keeping collectors on his heels; his very first move in the tale is an attempt to lift two suitcases of cash to clear his tab. For all the noise, he is a tender-hearted man who cares fiercely for those close to him.

First as a Dock 1 foreman and later as vice president, Paulie counts among the top shipwrights of Water 7, contributing to the Thousand Sunny's construction and even piloting the Puffing Tom home despite scant familiarity with sea trains. His sheer power dwarfs an average person's: he hurled Franky Family members into each other with nothing but ropes and his arms, hauled a giant down to the ground, and even battered and genuinely wounded the rubber-bodied Luffy. He is also exceptionally tough, mending quickly and pressing on after being skewered clean through during the Enies Lobby assault, while his agility let him drop from tall bridges onto a Yagara Bull without harm.

His hallmark is Rope Action, a style mixing acrobatics with rigging, sending cords whipping out of his sleeves to bind, hold, or strike at any distance and to catch several opponents in one motion. The rope he hauls around seems limitless, running into hundreds or thousands of meters, enough that he once spun an instant web to stop the whole Franky Family, their King Bulls, and the giants from dropping into a pit. He can put the ropes to cunning use too, once trussing himself so the Marines assumed he was already taken.
