Towering and lean, Kizaru reaches a height that matches his fellow former admirals Aokiji and Akainu, though his legs run unusually long against a comparatively short torso. The years show on him more than on the other two, with light wrinkles crossing his face beneath cropped black curls and a wispy beard, marking him as the senior of the trio. A relaxed grin tends to sit on his features no matter the situation.

For dress he favors a dark yellow pinstriped suit, his Marine coat hung cape-style over the shoulders with his arms left out of the sleeves. White loafers with yellow trim, amber-tinted gold sunglasses, a teal shirt, and a mauve tie complete the outfit, and a miniature wiretap snail rides his wrist like a watch. Earlier eras put him in various Marine caps and, as a boy, a striped hat, while the Egghead period shifts his palette toward a striped black-and-yellow suit paired with an orange shirt and brown tie.

An unflappable calm defines Kizaru, who meets even dire crises with the same lazy, faintly mocking drawl, dragging out the final syllables of his sentences. His speech stays oddly formal and polite, a contrast to Akainu's harshness and Aokiji's looser tone. Trusting in his light body's intangibility, he stays apathetic toward most attacks, barely reacting even when shot through the head. That detachment shades into outright absentmindedness, whether he is speaking into a wiretap snail never meant for talking or politely asking pirates who just fired on him for directions, and he uses his powers with little concern for the wreckage left behind.

Toward those he judges weak he turns condescending, mocking Luffy during the Marineford war, yet he shows no fear facing the likes of Rayleigh, Marco, or Whitebeard. By his own account he is nothing more than a cog in the machine, simply following orders, a stance summed up in his self-styled creed of Unclear Justice and used to shrug off responsibility. He carries out brutal work without protest, but visibly recoils from harming people he was once close to. Forced at last to cut down his old friend Vegapunk and burn Egghead, his usual composure cracked into raw grief and fury, and he snapped at Sakazuki for questioning him, prompting the fleet admiral to call him brother and apologize.

Kizaru ate the Glint-Glint Fruit, a Logia that lets him generate, command, and turn into light. He can dart across a battlefield or reposition in an instant at light speed, fire piercing lasers from his fingertips and feet, blind foes with brilliant flashes, harden light into a sword, and even split off intangible clones of himself that act on their own. His signature style pairs that velocity with crushing kicks, lending single blows enough force to wreck buildings and fell pirates worth over a hundred million berries.

As an admiral he answers only to the fleet admiral, commanding fleets and holding authority to call down a Buster Call. He proved his strength early, easily detaining Arlong while still a vice admiral. On Sabaody he routed four Supernovas almost casually before trading even blows with an aged Rayleigh, then rounded up five hundred pirates. At the Marineford war he stalemated Marco, badly wounded Whitebeard, joined his fellow admirals in raising a combined Armament Haki barrier against a quake shockwave, and walked away without a scratch. He also wields Observation Haki and a will tough enough to weather both Luffy's Conqueror's Haki and, later, the surge from Joy Boy. Two years on at Egghead, he cut down Vegapunk's guardian Sentomaru and went toe to toe with Luffy's awakened Gear 5, clinging to his objective even after being hurled off the island, and in the end ran the scientist through to finish his mission.
