Goku extends the Power Pole from Korin Tower and ascends through a thunderstorm to reach the Lookout. There he meets Mr. Popo, whose speed and technique completely overwhelm him. Even the Kamehameha and Penetrate technique prove useless.
Korin gives Goku a special bell, explaining that only someone carrying it may meet Kami. Goku extends the Power Pole from the very top of Korin Tower and begins his climb toward the temple above the clouds. The ascent proves treacherous as he passes through a violent thunderstorm and takes a direct lightning strike. Meanwhile, at Kame House, reporters storm the island looking for Goku, and Oolong transforms into Goku to handle the press, only to ruin his own disguise with his perverted behavior.
Upon reaching the Lookout, Goku is met by Mr. Popo, Kami's attendant, who tells him he must prove himself worthy in combat before meeting the Guardian. What follows is a thorough dismantling of everything Goku can do. Mr. Popo reads Goku's movements effortlessly, striking him even when Goku moves faster than the eye can follow. The Kamehameha is eaten, literally, and the Penetrate technique that killed King Piccolo is sidestepped with casual ease. Mr. Popo informs Goku that his fighting is unfocused and undisciplined, and that he will never meet Kami at his current level.
While Goku trains above, young Piccolo Jr. terrorizes a family celebrating their son Tai's birthday. He throws a rock through their window, ransacks their house, and blasts the dog they send after him. This encounter is significant because it is the moment Piccolo discovers his own energy projection abilities, a power he will cultivate into something far more dangerous.
Mr. Popo's dominance over Goku puts the hero's strength into perspective. The boy who just defeated King Piccolo cannot even land a single meaningful blow on Kami's servant. A mysterious figure, presumably Kami, watches the fight through a crystal ball from the shadows.
This episode marks Goku's first visit to the Lookout and his introduction to Mr. Popo. It establishes a dramatic power gap: the warrior who killed King Piccolo is utterly outclassed by Kami's attendant. The implication is clear. If Mr. Popo is this strong, then Kami must be on an entirely different level. Goku's training is far from over.
