
Vegeta devises a plan that requires the Namekian Dragon Balls. Dende and Kibito Kai travel to New Namek, where Porunga is summoned. Two wishes restore Earth and revive everyone who died since the 25th World Tournament. With the planet and its people back, Vegeta reveals his true strategy: a Spirit Bomb powered by every soul on Earth.
Good Buu and Mr. Satan do their best to hold Kid Buu at bay while Goku grapples with the devastating realization that Super Saiyan 3 consumes far more energy in a living body than he anticipated. Vegeta, rather than dwelling on frustration, channels his anger into strategy. He orders Dende and Kibito Kai to travel to New Namek and summon the dragon Porunga.
When Goku asks why Vegeta wants to wish Earth back in the middle of a fight, Vegeta poses a pointed question: how many times has Goku saved the Earth? At least half a dozen, Goku admits. Then it is time, Vegeta replies, for the Earth to return the favor.
Dende, Kibito Kai, and Old Kai arrive on New Namek to a warm welcome. The Namekians have already gathered their Dragon Balls and even upgraded Porunga's wish-granting abilities since the Frieza crisis. Dende contacts Vegeta telepathically for the specifics of the wishes.
The first wish restores planet Earth. The second revives every person who died from the time of the 25th World Martial Arts Tournament onward, excluding the most evil among them. Across the cosmos, the dead return to life: Gohan, Piccolo, Goten, Trunks, Bulma, Chi-Chi, and countless others. Even Vegeta himself is restored, his halo vanishing as proof that his heart is no longer counted among the wicked.
Goku is elated to see Vegeta alive again and eager to bring their sons and Piccolo to the battlefield. But Vegeta flatly refuses. Reinforcements are not the plan. The revived Earth and its billions of inhabitants serve a different purpose entirely.
Vegeta reveals his true strategy: Goku will create a Spirit Bomb, drawing energy from every living person on the restored planet. It is a technique that grows stronger with every willing donor, and an entire world's worth of energy might be enough to destroy Kid Buu permanently. The plan is bold, requiring cooperation from billions of strangers who have no idea what is happening. One wish remains with Porunga, held in reserve for whatever comes next.
